Chapter 1

North Columbia’s crime problem is clustered in and around five large apartment complexes, all of which accept federal housing vouchers. Residents have little or no security, and inadequate police patrols foster an atmosphere of distrust.

Chapter 2

North Columbia has more abandoned houses and building code violations than the rest of the city’s areas combined. And its schools are some of the state’s worst;- five are under threat to be taken over.

Chapter 3

North Columbia is always on the verge of success. Its Arts and Crafts style houses and tree-lined streets drip with potential, if the area can get past its obstacles.

Chapter 4

North Columbia’s residents refuse to give up on their neighborhoods. Now they’re partnering with the city on a major effort to clean up problems.
