For the fourth year in a row, S.C. House lawmakers have given key approval to a bill that would prohibit children under the age of 6 from driving all-terrain vehicles.

Under the bill, called Chandler's Law, ATV drivers under 16 would have to take a safety course, and wear a helmet and eye protection. An amendment prevents the bill's enforcement on farm and ranch land.

After one more procedural vote, the bill moves to the Senate for consideration.
