Transportation Department begins office shakeup

CHARLESTON — The S.C. Transportation Department has replaced its top financial officer in a shake-up following months of questions about the agency’s cash-flow problems.

The department said Angela Feaster will be replaced by Christy Hall as the deputy secretary for finance and administration. Hall has worked for the department for 18 years, most recently as an administrator in Greenwood.

An agency spokesman said Transportation Secretary Robert St. Onge had planned a reorganization since being appointed last January.

The department recently sought a $52 million lump-sum payment in reimbursements from the federal government to help get caught up on money it owed contractors and on construction loans.
