Richland won’t buy land for park

Richland County reneged Tuesday on the $1 million purchase of land for a park along Garners Ferry Road after an engineer outlined $1.8 million in repairs needed to a dam on the site.

The county faced a Saturday deadline to finalize the contract. County Council had voted to pursue the purchase of Caughman Pond in October.

By unanimous voice vote, the council agreed to try to renegotiate the 44-acre purchase without the dam, despite concerns about county liability should it fail and the owner’s ability to control use of the pond by manipulating water levels.

Jon Dean, project engineer with Schnabel Engineering of Alpharetta, Ga., said the dam does not meet state regulations. Of particular concern was the capacity of the spillway, “which could result in the potential failure of the whole structure” during heavy rain, he said.
