Columbia police have charged a 41-year-old man with indecent exposure in connection with an incident involving a teenage girl in the 2900 block of Millwood Avenue.
Eric Eugene Elgin was arrested Wednesday near the site of the alleged act, Columbia police spokeswoman Jennifer Timmons said.
Around 8 a.m. on Sept. 11, a man got out of a truck wearing only a T-shirt and fondled himself as a 16-year-old teen walked by, police said.
The girl ran to nearby adults who alerted police, Timmons said.
Timmons said it’s too soon to tell whether Elgin is a suspect in a similar incident Aug. 30 in the 3700 block of West Avenue near Palmetto Health Richland hospital. In that incident, a man fondled himself in front of a group of girls waiting at the school bus stop around 7:30 a.m. When the girls screamed and ran for an adult, the man fled.
Timmons said Elgin is well known to local law enforcement. He has been arrested for indecent exposure on previous occasions. He also has a previous indecent exposure conviction from 2002, when he was living in Winnsboro, according to the Fairfield County Sheriff’s Department.
Wednesday’s arrest is the second indecent exposure arrest this week.
Monday, Columbia police arrested Rasheed Armahd Jones, 37, after a female witness reported earlier in the day that she saw a man fondling himself in his car near the University of South Carolina campus.
