Columbia City Council: Noon Tuesday, council’s Economic and Community Development Committee takes up plans to revise the city’s home loan program for low-income applicants. At 2 p.m., council takes up its controversial water and sewer rate increases during a work session. Both meetings are at the former Eau Claire town hall, 3905 Ensor Ave. at Monticello Road. At 6 p.m., council holds its full meeting at Burton-Pack Elementary School, 111 Garden Drive. It will take up zoning issues involving the proposed Bull Street development as well as changes in the law that governs sexually oriented businesses.
