State lawmakers in 2004 lifted a ban on tattooing, and the first legal parlors open in late March 2006. Until the ban was lifted, South Carolina and Oklahoma were the only states that had outlawed tattooing. Tattoofest runs through Sunday at the Columbia Metropolitan Convention Centerý, 1101 Lincoln St.
