Especially in the case of hourly wage jobs, there should be a program wherein the federal or state government partially reimburses an employer who hires a new employee for at least a year. For up to two years, reimbursement might be $1 or $2 per hour. Reimbursement could occur through an adjustment on the employer’s taxes. Details need to be worked out.
It would seem to make more sense to use public funds to incentivize employers to create jobs rather than pay unemployed people to look for jobs that often don’t exist.
