Sweeping changes to the way voters register, cast ballots and ensure their vote counts would take effect if a bill introduced in the U.S. House of Representatives becomes law.
Called the Voter Empowerment Act of 2013, the bill calls for changing existing election laws that serve as impediments to voting, said U.S. Rep. James Clyburn at a news conference Monday in Columbia.

The bill is similar to one that was unsuccessful last year in the U.S. House.
