Chapin mayor wins legal battle with Town Council

New Chapin Mayor Skip Wilson won a legal battle Wednesday with Town Council members upset with some of his decisions.

Wilson didn’t overstep his authority in making those decisions, a ruling by Circuit Judge Thomas Cooper said.

Council member Bibi Atkins, Robbie Frick and Kay Hollis question his hiring of a top aide and refusal to allow comments and questions about his actions at meetings.

But Cooper gave the council members an opening to press their challenges, saying they can bring up matters at meetings if a majority of the five town leaders agree.

The legal challenge was the latest skirmish in a power struggle over Wilson’s effort to overhaul Town Hall operations in ways that he says are warranted by his election Nov. 5.
