The S.C. Department of Disabilities and Special Needs has chosen Beverly Buscemi to become the agency's next director.
Buscemi, 37, has been the facilities director of The Midlands Center, a state residential care facility, for 19 months. Her salary is being negotiated. The vote on her appointment was 4-3.
"I'm looking forward to the opportunity," Buscemi said. "I've been in the system long enough to understand some of its problems, but also have some fresh eyes."
The agency has been under scrutiny since December, when state auditors released a report suggested 60 changes in the way the agency cares for more than 28,000 patients with mental retardation and related disabilities, autism and traumatic brain and spinal cord injury.

Gov. Mark Sanford removed four of the board's seven commission in February, and has called for the agency to be moved into the cabinet. Lawmakers are considering changes at the agency.
