Kelvin Washington will return as chairman of Richland County Council for a second year.
The Lower Richland Democrat, who represents District 10, was elected by his colleagues Tuesday night on a 10-1 voice vote. Dissenting was Councilman Bill Malinowski.
Greg Pearce, a Republican who represents the in-town District 6, was chosen as vice-chairman for a second year.
His only “no” vote came from Councilwoman Joyce Dickerson.
No one else was nominated for either post. Though there are exceptions, the council traditionally elects the same two people to serve for two consecutive years.
The positions are important: The chairman and vice-chairman can decide which issues make it onto meeting agendas. They maintain decorum. They also represent the council at public functions.
