West Columbia parents charged in toddler’s death

The parents of a 13-month-old child who died last week have been charged with homicide by child abuse, the Lexington County Sheriff’s Department announced Friday.
Filberto Garcia, 33, and Tracy Roach, 42, both of 4959 Edmund Highway in West Columbia, face a maximum punishment of life in prison on the felony charges, a news release said.
Garcia found 13-month-old Madison Garcia unresponsive in her crib around 9 p.m. Sept. 2. She had not been fed or checked on for nine hours, Roach told Lexington County Sheriff’s deputies. Madison was pronounced dead at a local hospital, with cardiac arrest resulting from chronic malnutrition and dehydration as the cause of death.
Arrest warrants allege that between July 31, 2012, and Sept. 2, 2013, Garcia and Roach caused Madison’s death by “extreme indifference to human life through lethal neglect,” the sheriff’s department said. Madison, who weighed 6.3 pounds when she was discharged from the hospital after her birth, weighed slightly more than 9 pounds at her death. There was no medical reason for her state of malnutrition, according to the release.
