Anatomy of shutdown: How collapse of governing led to closing of D.C.'s WW II memorial

On Oct. 1, 91 World War II veterans boarded a plane to visit Washington’s World War II memorial. They flew into a media firestorm. Their buses pulled up to a barricaded memorial, closed as part of the partial government shutdown. A handful of congressmen and senators awaited, many accusing Obama of ordering the memorial closed just to show the human toll of a shutdown driven by Republicans. But the decisions that put the memorial at risk of being closed were made months earlier.
