US Coast Guard Auxiliary District Commodore John Tyson has appointed Auxiliarist Scott Heisler as Legislative Liaison Officer for South Carolina (LLO) on June 3, 2013.
Under the recently created Auxiliary Legislative Liaison Committee (LLC), Heisler’s appointment in South Carolina as Legislative Liaison Officer will provide a channel for monitoring and reporting changes relative to boating safety and the Auxiliary.
The national Legislative Liaison Committee was created to track legislative and regulatory changes in the state and federal governments that have an impact on Auxiliary safe boating programs. Legislative and regulatory changes are reviewed for any important impact on Auxiliary policy and procedures, public education courses, vessel examinations and related safety programs.
Heisler will be required to maintain effective communications with elected and appointed State officials on issues of Auxiliary interest, be knowledgeable of State legislative and regulatory procedures and issues, and monitor legislation and government regulations that relate to recreational boating safety and Auxiliary programs. LLC Chairman and Auxiliary Assistant National Commodore Douglas Cream welcomes Heisler to the team as a “great selection of a very well qualified person.”

A resident of Mount Pleasant, Heisler joined the local U.S. Coast Guard Auxiliary unit, Flotilla 12-06, East Cooper, South Carolina in 2010. He serves as the flotilla Operations Officer and is a qualified boat crew member and public education instructor. In addition, Heisler is a graduate of the U.S. Naval Academy.
The Auxiliary is the uniformed, civilian volunteer component of the Coast Guard, promoting boating safety and public awareness by providing vessel safety checks, boating classes, underway safety patrols, monitoring navigation aids, and making marine dealer contacts. In 2012, the 263 Auxiliary members in South Carolina volunteered over 53,000 hours in direct support of recreational boating safety programs and other Coast Guard missions. Auxiliary volunteer hours deliver significant fiscal contributions to the Coast Guard and to South Carolina boating communities.
As Legislative Liaison Officer for South Carolina, Heisler will assist in tracking legislative and regulatory changes in the various State and Federal Governments that have an impact on Auxiliary safe boating programs. Recreational boating safety is a core mission assignment by the Coast Guard to the Coast Guard Auxiliary.
