Columbia area garbage hauler Stephen Ard protested a waste industry backed bill at the State House on Wednesday. The bill would limit county authority over local trash, which critics say would allow the private waste industry to squeeze out competition and bring more out-of-state refuse to South Carolina. Bill supporters say the bill would only give them a chance to compete in the local garbage market. The bill has sparked a bitter fight in the Legislature.
