I was shocked to see how Richland County Council Chairman Norman Jackson handled the July 23 zoning meeting. He denied a request to have a recorded vote on a request to rezone 1335 Elm Abode.

After many neighbors gave valid objections such as deer, septic tank, encroachment on residential areas and noise violations, the chair made a decision: Councilman Seth Rose requested a roll-call vote because the vote voice wasn’t clear. Chairman Jackson refused to allow the vote — twice.
