Bolton: Just how concerned is Columbia City Council about water, sewer fund?

Columbia City Council members are so concerned about how the public would receive a water and sewer increase that it rejected — at least temporarily — a hike proposed by city staff. Don’t expect the council to respond the same way to public concern about the practice of siphoning off millions annually in water and sewer money to balance the general fund.
