Richland County Council rebuffed attempts by dog breeders and others to change course on final changes to its pet law Tuesday.
After a public hearing and lengthy debate, the council stuck with its original plan to require breeders to be licensed and inspected.
A variety of changes were considered but rejected.
A committee has been working for more than a year to update the law, and some council members argued against “off the cuff” ideas.
The measure passed on a voice vote.
