McCants said Williams confessed to the shooting at police headquarters.
In 2006, Williams was convicted of unlawful carrying of a weapon and was charged in March with trafficking marijuana between 10 and 100 pounds according to State Law Enforcement Division records.
McCants said Williams and the woman were boyfriend and girlfriend. The woman was visiting the Tremont Avenue home, but police are having trouble finding a current address for her.
Williams is being held at Alvin S. Glenn Detention Center pending a bond hearing.
