Lugoff teen’s accused killer indicted by grand jury

The accused killer of an 18-year-old Lugoff teen was indicted by a grand jury last week on several charges including murder, according to Kershaw County court records.

Stephen Ross Kelly, 21, was indicted March 18 on counts of murder, first-degree criminal sexual conduct and kidnapping in connection with the strangling death of Briana Rabon.

Rabon’s body was found behind the Haig’s Creek subdivision Feb. 26, 2014, the same day her mother reported her missing to the Kershaw County Sheriff’s office.

Evidence collected at the scene included tire tracks, DNA evidence and surveillance footage that placed Kelly at a gas station close to where Rabon’s body was found around the time of her death. Kershaw County Sheriff Jim Matthews said investigators reported Kelly’s story changed several times after he was asked where he was and what he was doing the night of Rabon’s death.

Kelly has not appeared in front of a jury and a trial date has not been set, according to to court records.
