Richland County man who sexually assaulted 5-year-old boy arrested

A Richland County man was arrested for allegedly sexually assaulting a 5-year-old boy.

Elmer Howe, 52, was charged with two counts of criminal sexual conduct 1st degree with a minor and one count of assault with intent to commit criminal sexual conduct 1st degree, according to the Richland County Sheriff’s Department. Howe was arrested on Jan. 5.

Multiple alleged sexual assaults occurred between Jan. 1 to Dec. 31 in 2010, at a residence on the 600 block of Fore Avenue, the sheriff’s department said. The boy, now 12 years old, was most recently sexually assaulted by Howe during a traveling trip in 2015.

Howe, who currently resides in California, was extradited back to South Carolina by the RCSD Fugitive Task Force.

Howe was taken to the Alvin S Glenn Detention Center.
