West Columbia man charged with having sex with a 13-year-old

ORANGEBURG COUNTY, SC Rodricus Baxley, 28, of West Columbia was charged Tuesday with criminal sexual conduct following investigation of a report from the state Department of Social Services.

In April, a social worker told the Orangeburg County sheriff’s department that a 13-year-old girl claimed that she was having sex with an older man, it had been going on for 3 years and that her mother, who was also involved with the man, knew about it.

The girl’s mother, Teresa Hinzman, 48, of Orangeburg, was taken into custody and charged Tuesday with unlawful neglect of a child when she tried to enter the Orangeburg County court where Baxley’s bond hearing was scheduled, the sheriff’s department said.

A bond hearing for Hinzman would he held sometime Wednesday, the sheriff’s department said.
