Make driver’s ed mandatory

Driver education in uniform, structured, responsible driving procedures should be required of any individual desiring to obtain a license. It should be provided in the public schools

This might help overcome youngsters’ reluctance to use seat belts and present an opportunity to educate them as to the possible consequences of distracted driving.
