Doesn’t that picture say it all?
The look on the face of the dog pictured with the Nov. 1 article “SC dogs get some slack as new tethering rules advance” tells such a sad story.
We may have ownership and control over our pets, but we also have the responsibility to treat them humanely.
It is imperative that the package of proposed animal welfare reforms become law.
We owe that to the unfortunate dogs who have already lost their lives because of abuse and neglect.
