Why can’t lottery fund scholarships?

State officials complain that putting our high school grading system on par with other states and awarding scholarships to students with a “B” average will cost more money? Since the Legislature already has to appropriate tax money to help pay for the scholarships, it seems to me that calling the lottery the “South Carolina Education Lottery” is like calling Spam prime rib.
