Sunday letters: Spend water, sewer funds on utilities

I agree with those who are against Columbia’s water and sewer collections being used for other projects.

Keeping these monies in the proper department would lessen the need to raise rates because there would be money for repair or replacement of pipes or other materials due to age or a need for upgrades.
