Letters: Public has no responsibility for failed dams

Neither FEMA nor the state should help repair or replace any dam unless it is owned by the state and provides flood control. The owners should be responsible for their inspection, upkeep and insurance. The state’s only role should be to set the requirements.

If owners balk or cannot be located, the dams should be removed.
