Letters: Congress spending money we don’t have

Sen. Lindsey Graham has proposed boosting the FBI’s funding by $2.8 billion to deter terrorist attacks.

I do not question the need to fight terrorists, but I do question how we are going to pay for this increase in federal spending. Of the three funding sources — cutting other federal programs, tax increase or just more federal debt — which alternative does “unappropriated sources” represent?
