Elgin man ID’d as bicyclist killed in northeast Richland hit-and-run

An Elgin man was identified as the bicyclist killed in a Saturday hit-and-run in northeast Richland County.

Justin Turner, 40, of Upland Trail Road in Elgin, was operating the bicycle that was hit by a car late Saturday morning, Richland County Coroner Gary Watts said Sunday evening. An autopsy revealed Turner died of blunt force trauma to the head.

Turner just turned 40 on Aug. 1, according to a release from the coroner’s office.

The collision happened around 11:40 a.m. at Hardscrabble Road and Lake Carolina Boulevard, troopers have said.

A northbound BMW on Hardscrabble swerved to the right to avoid hitting a vehicle turning left onto Hardscrabble from Lake Carolina Boulevard without yielding to the BMW, troopers said. The BMW hit Turner and his bike and then ran off the roadway.

Turner was taken by EMS to Palmetto Health Richland and died just before 12:30 p.m., Watts said.

There were no details of the third vehicle’s description except that it’s possibly silver in color.
