The news comes just a few days after fellow quarterback Zerrick Cooper announced that he is also transferring.
Clemson is expected to have Kelly Bryant, Hunter Johnson, Trevor Lawrence and Chase Brice compete for the starting job during the spring.
Israel did not appear in a game in 2017 and played in two games in 2016, going 4-for-4 passing for 25 yards.
He attended Lake Nona High in Orlando and broke six state passing records, including Tim Tebow’s state record for passing touchdowns in a season.
Israel finished his high school career with 15,034 passing yards, 162 passing touchdowns, 1,314 rushing yards and 18 rushing touchdowns.
He was rated as a three-star prospect coming out of high school.
