A supplier of outdoor landscaping products wants to invest $45 million and create 46 new jobs on a plot of land once owned by Dominion Energy in Cayce.

Techo-Bloc, a Canadian company with a handful of other locations across the United States, is on track to receive a number of tax incentives from Lexington County for bringing the first Southeastern location of the company to the area, after the county council voted unanimously to approve a tax incentives package.

“It was down to this location and another location,” John Wall, representing the company, told the county council Tuesday night. “This investment is just the tip of the iceberg … [we] have big plans.”

The county council will have to take one final vote on the tax incentives package, which includes lower payments on property taxes for the company and a special source revenue credit of $310,000 over 20 years as long as Techo-Bloc fulfills its promise on investment and job creation, according to the agreement.

Techo-Bloc is set to use some 80 acres of land where Interstates 26 and 77 meet in Cayce. The land was owned by Dominion Energy for nearly a decade before the company sold it to Donald Tomlin, Jr., who previously served as the chair of the state’s workforce development board, in 2019. Developers bought the property from Tomlin in 2021 for some $1.5 million, according to property records.

It’s at least the third economic development project to be lined up for tax incentives this year — with Canadian beverage maker Cardiff Products getting final approval in January and AllTape Adhesive Manufacturing Inc. following in March. Manufacturing is the county’s third largest industry, according to its economic development department. Techo-Bloc expects to start its initial investment in 2025.

“We’re excited that Techo-Bloc is opening a new location here in Cayce,” Cayce City Councilman Hunter Sox told The State, in a statement. “This investment not only brings jobs and sustainable solutions, but also continues our recent strong focus on economic development in Cayce.”
