A mental health crisis has unfolded inside of the “particularly hazardous” Alvin S. Glenn Detention Center, fueled by understaffing and poor conditions, according to new documents filed in a lawsuit against Richland County.

An inmate at the Alvin S. Glenn Detention Center overdosed on opiods Monday morning, marking the fourth overdose at the jail in four weeks, authorities said.

Medial staff at the jail responded to a code blue Monday morning at the Richland County jail, where they found a detainee suffering from an opioid overdose, according to a Richland County news release.

The inmate was given two doses of Narcan and ultimately recovered before being taken to the hospital for further treatment.

“Richland County is determined to find out the sources that are contributing to the use of drugs at Alvin S. Glenn Detention Center,” said Richland County Administrator Leonardo Brown. “This type of illegal activity in the jail will not be tolerated, and we will hold those responsible to the highest extent of the law.”

Monday’s incident follows three other inmate overdoses that occurred in late July. Two of those detainees, including Marty J. Brown, 25, and Lamont Powell, 54, died within one day of each other. Brown overdosed on fentanyl and Powell on pentazocine, a highly addictive pain medication, according to Richland County Sheriff Leon Lott. A third inmate, who was not identified, also overdosed on fentanyl the same day as Powell’s death, but survived.

Richland County deputies are continuing to conduct a criminal investigation into who brought the drugs in the jail, while Alvin S. Glenn officials are conducting an internal investigation.
